Japan's Specified Skilled Worker (SSW, 特定技能) status lets foreign workers who pass a Japanese language test and a field-specific skills test work for a Japanese employer in designated fields. Pakistan signed a Memorandum of Cooperation with Japan for SSW, which sets out how workers are sent.
Trades in demand in Japan (SSW)
Demand varies over time. These are the kinds of roles employers in Japan (SSW) commonly recruit Pakistani workers for:
- Nursing care (caregiving)
- Construction
- Manufacturing (industrial products)
- Building cleaning
- Agriculture
- Food service and food and beverage manufacturing
- Automobile repair and maintenance
- Accommodation (hotels)
The legal process, step by step
- Pass a Japanese language test: the Japan Foundation Test for Basic Japanese (JFT-Basic) or JLPT N4 or higher. Nursing care also needs a care-language test.
- Pass the SSW skills test for your field. Tests are held in Pakistan for some fields only, so check the official schedule.
- Find a Japanese employer and sign an employment contract that meets Japanese standards.
- The employer or its registered support organisation applies for your Certificate of Eligibility in Japan.
- Apply for the visa at the Embassy of Japan, then register with the Protector of Emigrants and attend the pre-departure briefing.
- Travel. Your employer must provide support with housing, orientation and daily life.
Exact requirements change from time to time, so always check them against official sources, and against the contract the Protector of Emigrants approves.
Fees, receipts and your passport
Under Pakistan's emigration rules, a licensed Overseas Employment Promoter (OEP) may charge a worker a service charge of no more than Rs 15,000, and must give you a receipt for it. Government dues (the BEOE emigration fee, the Overseas Pakistanis Foundation welfare fund and State Life insurance) are separate. They are paid into official accounts, and the Protector of Emigrants office will show you what each one is for.
Before you pay anyone, check their licence number on the BEOE register of licensed OEPs. Our licence is OP&HRD/5245/RWP/2026. You can check it the same way.
Frequently asked questions
What Japanese level do I need?
Basic level: the JFT-Basic or JLPT N4, unless your field also has its own language test, such as nursing care.
Are there fees for SSW?
Japan prohibits deposits and penalty contracts for SSW workers. In Pakistan, a licensed OEP may charge no more than the legal service charge of Rs 15,000, with a receipt.
Can I take the skills test in Pakistan?
For some fields, yes. Test availability changes, so check the official test organiser's schedule before you pay for any course.
Does passing the tests guarantee a job?
No. You still need a Japanese employer to hire you. Be wary of anyone who promises a guaranteed job in Japan.
