Jobs in Malaysia for Pakistani workers

Malaysia employs foreign workers in manufacturing, construction, plantations and services, but only through employer quotas. Here is how it works.

Malaysian employers need government approval (a quota) to hire foreign workers, and only certain sectors and source countries are open at any time. Malaysia regularly opens and freezes intakes, so a genuine offer must come from an employer with a current approval.

Trades in demand in Malaysia

Demand varies over time. These are the kinds of roles employers in Malaysia commonly recruit Pakistani workers for:

  • Factory production workers
  • Construction workers and skilled trades: electricians, welders, plumbers, tile setters
  • Plantation and agriculture workers
  • Services: hotels, restaurants and cleaning (where the sector is open)
  • Engineers and technicians (on employment passes)

The legal process, step by step

  1. The Malaysian employer secures a foreign-worker quota approval and sends a demand letter, which is attested and approved in Pakistan.
  2. Interview and selection.
  3. A pre-departure medical at an approved centre in Pakistan.
  4. The visa (calling visa / VDR) and work pass are issued.
  5. Registration with the Protector of Emigrants: contract check, government dues, and a pre-departure briefing.
  6. Travel. A FOMEMA medical in Malaysia shortly after arrival is required before the work permit is finalised.

Exact requirements change from time to time, so always check them against official sources, and against the contract the Protector of Emigrants approves.

Fees, receipts and your passport

Under Pakistan's emigration rules, a licensed Overseas Employment Promoter (OEP) may charge a worker a service charge of no more than Rs 15,000, and must give you a receipt for it. Government dues (the BEOE emigration fee, the Overseas Pakistanis Foundation welfare fund and State Life insurance) are separate. They are paid into official accounts, and the Protector of Emigrants office will show you what each one is for.

Two rules worth remembering. No agent, including us, should ask you for more than the legal service charge or for cash with no receipt. And no agent should keep your passport. It's needed only for visa stamping and protector registration, and it should come back to you.

Before you pay anyone, check their licence number on the BEOE register of licensed OEPs. Our licence is OP&HRD/5245/RWP/2026. You can check it the same way.
