In Türkiye, the employer applies online to the Ministry of Labour and Social Security for a work permit. Once the permit is approved, the worker applies for a work visa at the Turkish mission in Pakistan. Tourist and student visas don't allow work.
Trades in demand in Turkey
Demand varies over time. These are the kinds of roles employers in Turkey commonly recruit Pakistani workers for:
- Textile and garment machine operators
- Factory and food-processing workers
- Construction trades: masons, steel fixers, welders, electricians
- Hotel, kitchen and restaurant staff
- Drivers and warehouse staff
- Engineers and technicians
The legal process, step by step
- The Turkish employer finalises the offer and sends a demand letter, which is attested and approved in Pakistan.
- The employer applies for your work permit with the Ministry of Labour and Social Security.
- You apply for a work visa at the Turkish embassy or consulate (through its visa application centre) with the approval reference.
- Medical and document checks as required by the employer and the embassy.
- Registration with the Protector of Emigrants: contract check, government dues, and a pre-departure briefing.
- Travel. A residence permit is not needed separately, because the work permit also serves as your residence permit.
Exact requirements change from time to time, so always check them against official sources, and against the contract the Protector of Emigrants approves.
Fees, receipts and your passport
Under Pakistan's emigration rules, a licensed Overseas Employment Promoter (OEP) may charge a worker a service charge of no more than Rs 15,000, and must give you a receipt for it. Government dues (the BEOE emigration fee, the Overseas Pakistanis Foundation welfare fund and State Life insurance) are separate. They are paid into official accounts, and the Protector of Emigrants office will show you what each one is for.
Before you pay anyone, check their licence number on the BEOE register of licensed OEPs. Our licence is OP&HRD/5245/RWP/2026. You can check it the same way.
