Work permits in Kuwait are handled by the Public Authority for Manpower (PAM) at the employer's request. Kuwait sometimes changes which nationalities and professions it accepts, so a genuine opportunity must be backed by a current permit and a demand letter to a licensed promoter.
Trades in demand in Kuwait
Demand varies over time. These are the kinds of roles employers in Kuwait commonly recruit Pakistani workers for:
- Oil and gas support trades: technicians, welders, pipe fitters, electricians
- Construction trades and heavy equipment operators
- Drivers (licensing rules in Kuwait are strict)
- Nurses, doctors and allied health staff (with Ministry of Health licensing)
- Engineers (degrees are checked by the Kuwait Society of Engineers)
- Cleaning, catering and facility staff
The legal process, step by step
- The Kuwaiti employer obtains a work permit approval from PAM and sends a demand letter, which is attested and approved in Pakistan.
- Interview and selection. Some professions also need a degree or experience check.
- a GCC-approved medical examination (GAMCA, now booked through the Wafid portal) at an approved medical centre.
- Entry visa issued.
- Registration with the Protector of Emigrants: contract check, government dues, and a pre-departure briefing.
- Travel. A further medical and fingerprinting take place in Kuwait before the residence permit (civil ID) is issued.
Exact requirements change from time to time, so always check them against official sources, and against the contract the Protector of Emigrants approves.
Fees, receipts and your passport
Under Pakistan's emigration rules, a licensed Overseas Employment Promoter (OEP) may charge a worker a service charge of no more than Rs 15,000, and must give you a receipt for it. Government dues (the BEOE emigration fee, the Overseas Pakistanis Foundation welfare fund and State Life insurance) are separate. They are paid into official accounts, and the Protector of Emigrants office will show you what each one is for.
Before you pay anyone, check their licence number on the BEOE register of licensed OEPs. Our licence is OP&HRD/5245/RWP/2026. You can check it the same way.
